Nch’ḵaỷ Development Corporation (NDC) was established in 2018 as the economic development arm of the Squamish Nation – Skwxwú7mesh Úxwumixw. Nch’ḵaỷ’s mandate is to develop, manage, and own the active businesses of the Nation and was created to allow for the separation of business and politics within the Squamish Nation.

The HR Manager is a Term Full-Time -18 months position based at Nch’ḵaỷ’s Head Office. Our Head Office is in West Vancouver, BC on the traditional, ancestral, and unceded territory of the Sḵw̱xwú7mesh (Squamish) Nation and its people. SCOPE OF POSITION
The HR Manager is responsible for managing one or more significant aspects the Human Resources function within Nch’ḵay. Reporting to Director, Human Resources (HR), the HR Manager provides support and expertise on HR policies, programs, and initiatives to align with the organization’s mission, vision, and objectives. This position requires a HR professional with the ability to handle various HR responsibilities in a growth environment, including policy development and implementation, practice management and advice, and implementation through systems and processes for the area of expertise. The HR Manager advocates and collaborates to promote a positive workplace culture and effective HR service delivery.
A. DUTIES, RESPONSIBILITIES, AUTHORITY, AND ACCOUNTABILITIES
HR OPERATIONS MANAGEMENT
- Collaborate with Director, HR to implement HR strategies that support organizational goals.
- Ensure compliance with HR policies, employment laws, and regulations.
- Develop and update HR policies, procedures, and practices to reflect the business’s evolving needs.
- Provide HR guidance and support to managers and Team Members on HR-related matters.
TALENT MANAGEMENT
- Support workforce planning efforts in collaboration with department heads.
- Manage recruitment, selection, and onboarding processes to attract and retain top talent.
- Develop and maintain competitive compensation and benefits strategies.
- Oversee performance management and career development programs.
EMPLOYEE RELATIONS
- Manage employee relations, addressing grievances, investigations, and conflict resolution.
- Ensure a positive workplace environment by promoting engagement and open communication.
- Lead initiatives related to employee recognition and retention.
HR SYSTEMS AND TECHNOLOGY
- Ensure the effective use and implementation of HR technology (HRIS), maintaining accurate employee records and reporting.
- Partner with IT to optimize HR systems and improve data management.
INCLUSION AND DIVERSITY
- Promote diversity, equity, and inclusion across the organization.
- Collaborate with internal teams to implement strategies that support a culture of inclusivity, including developing learning opportunities, listening strategies and action planning.
EXTERNAL REPRESENTATION AND NETWORKING
- Build and maintain relationships with Squamish Nation ecosystem peers, external professional networks and industry peers.
- Stay updated on HR trends and best practices, ensuring continuous improvement in HR processes.

C. Reporting Responsibilities and Authorities from Supervisor
- Reports to Director, Human Resources.
D. Knowledge, Skills, and Experience
Experience
- Minimum of 5 years of progressive experience in Human Resources, preferably in a business (for profit) environment.
- Experience working with First Nations is an asset.
- Proven experience in HR management, including recruitment, performance management, employee relations, and compliance.
- Strong problem-solving skills and ability to work independently and as part of a team.
Knowledge
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Chartered Professional in Human Resources (CPHR) designation required.
- In-depth knowledge of employment laws, HR policies and procedures.
- Breadth of knowledge with workforce planning, talent acquisition, compensation, and organizational development principles.
Skills
- Demonstrated leadership and interpersonal skills.
- Ability to manage multiple priorities and meet deadlines. Project management experience or certification an asset.
- Proficiency in Microsoft Office 360 (Teams, Outlook, PowerPoint, Excel, Word) required.
- HRIS systems (UKG Pro) experience including configuration and implementation required.
- Excellent written and verbal communication skills with the ability to present effectively in person and virtually, applying brand standards consistently.
- Ability to build relationships and work collaboratively with internal and external stakeholders.
E. Special Requirements
- Willing to work additional hours and off-site as required.

- Occasional travel to other locations.
